Do not autochange power=cable_distribution_cabinet to street_cabinet=power

Description

I recently found some users changing power=cable_distribution_cabinet to street_cabinet=power, overwriting other street_cabinet values using the validator.
In some cases power=cable_distribution_cabinet was also used for other street cabinets than power. Therefore only the tag man_made=street_cabinet should be added.

In 12930/josm:

fix #15409, see #11507 - don't overwrite street_cabinet values by validator auto fix. Can happen if the objects was wrongly tagged as "power device" before.
