I think this is the problem that more people can have:
"here are special bookmarks, which can't be modified directly:
The Home location bookmark represents the home location, which you have set in your osm profile on osm.org. "
This new feature would be handy, but should deal with such issues - probably trying smaller area by default.

I get this error too and I live in a small town (6457 people). It shouldn't throw an error for such small cities. The home location bbox should be one or two zoom levels higher.
Replying to Don-vip:
you have to go back to first tab after selecting your home location and choose a smaller download area.
I think a lot of users don't know about this workflow. (see also #14644)

This is general usability problem, I think. For example try to use Nominatim search for "Canberra" and choose "place" (first item on the list) - you will get the same error with no workaround other than manually finding and selecting area. There will be more and more places where we have "too much" data, so JOSM should retry with smaller area and offer some other help to users if this solution still doesn't work.

If you live in a dense/urban area you have to go back to first tab after selecting your home location and choose a smaller download area.
