Add preset and icon for man_made=windpump

Hello, there.

Windpump are used to give water to cattle; it may also give drinking water, and can be a very useful landmark. It could be very useful to have man_made=windpump in the internal presets, with an icon instead of the current default cyan point.

I don't think we need it in the default internal preset. It is mapped about 50 times per year. See DevelopersGuide/DefaultPresets Better fits in Presets/NewTags.

Would it be possible to add an icon for these? To limit work, there is one under CC-BY which could be used here : ​http://game-icons.net/delapouite/originals/windpump.html. I could add it for myself, but IMHO it's better for other users to have it too.

You can add an icon yourself by simply editing the wiki page Presets/NewTags. However you can't use CC-BY licensed icons as you cannot fulfill the attribution requirements.
