Description

Hi,
I propose that the validator tool doesn't mention anymore "addr:postcode=*" used on a "place=*" to be suspicious.

In France, there is a massive amount of cities that are tagged with the postcode. This is a very useful data.
One example among others: https://www.openstreetmap.org/node/850016776

Other addresses tags such as "addr:housenumber" and "addr:street" should remain suspicious.

In 11548/josm:

fix #14310, see #11491, see #9811 - don't warn about addr:postcode together with place=* (used this way in some countries)
