[Patch] building_tools configuration issues

Description

1) "Auto-select building" is not saved between restarts.
2) "Rotate crosshair" option loses crosshair rotation after a right-click drag.

I also think both options should be enabled by default, as they improve usability substantially.

Auto select issue is fixed via patch in #9065 (#19348 is a duplicate of this issue)
