Tag/Membership conflict window: Window height/divider not properly adjusted

What steps will reproduce the problem?

1. Have an object with around ten tags and part of a relation
2. Replace (merge/connect) it with another object with different tags or values
3. Tag/Membership conflict window opens

What is the expected result?

All tags and memberships are shown as long as there is space and after that a scroll bar appears

What happens instead?

No scroll bar, the divider is always too low with lots of space beneath the tags and the membership is hidden.
