Cannot zoom out with scroll wheel when native zoom is enabled

Description
What steps will reproduce the problem?
- Open a background layer and enable native zoom (e.g. Bing)
- Try to zoom out with the scroll wheel
What is the expected result?
JOSM zooms out.
What happens instead?
Instead of zooming out the view just moves a bit (depending on the cursor position). Zooming in works fine. Also using the zoom slider works without issues.
Please provide any additional information below. Attach a screenshot if possible.
Zoom steps is set to 2 (zoom.ratio=1.4142135623730951)

Actually, this was bug hidden by the bug and Michael removed one (in zoomTo), exposing the other.
