Cannot zoom out with scroll wheel when native zoom is enabled

Description

What steps will reproduce the problem?

  1. Open a background layer and enable native zoom (e.g. Bing)
  2. Try to zoom out with the scroll wheel

What is the expected result?

JOSM zooms out.

What happens instead?

Instead of zooming out the view just moves a bit (depending on the cursor position). Zooming in works fine. Also using the zoom slider works without issues.

Please provide any additional information below. Attach a screenshot if possible.

Zoom steps is set to 2 (zoom.ratio=1.4142135623730951)

Same problem here after adding the Bing layer with josm-latest (10463) on OpenJDK 8.

Status: newclosed

In 10466/josm:

Get intermediate steps when needed.

Actually, this was bug hidden by the bug and Michael removed one (in zoomTo), exposing the other.
