Hi,
Both RFF and ERDF companies have changed their identity recently or in 2015.
As infrastructure operators, the map currently contains dozen objects with operator=RFF and operator=ERDF spread in the whole metropolitan French country.
As abbreviations, it's not correct to discourage their use all around the world.
But it may be possible to create a validation rule to warn users about objects with those 2 values located in France ?

Correct values are :
operator=RFF => operator=SNCF Réseau
operator=ERDF => operator=Enedis

On the other hand, I think this special case is a good candidate for a (previously in the french community discussed) automated edit.
(area limited validation rules would still be nice to have though)

One of the validator rules is actually obsolete meanwhile. http://taginfo.openstreetmap.org/tags/operator=RFF is used only once.

The tag had been conscientiously replaced by the current value by knowledgable mappers.
The rule can be edited like 'RFF used to be French national railway operator. Be sure you know what you are doing'.
This value may not be used anymore for railway operation in France.
Question : where did you get this awesome graph of tag usage ? Is taginfo producing it on a daily basis ?

It is not yet possible to limit the area of validation rules. For now you could add "France-specific rules" similar to the others at Rules
