Work on a new layer when upload is in progress

Description

During large scale imports like the ongoing one in LA, uploading large changesets blocks the importer from working on the next task till the upload is finished. This is more problematic over slow networks where the upload can take a few minutes to complete during which JOSM is unusable.

It would be a great productivity boost if JOSM would allow loading data into new layers and working on them in parallel

Just clocked myself, it takes around 3 minutes for me to download and validate the import data for each block using the documented import workflow and around 1 minute to upload the data during which JOSM is unusable.

Allowing the upload to run in the background would allow me to make 33% more contributions which is significant since we're talking about more than a month of community effort to import over 3,000,000 buildings.

to The owner will be changed from team to the specified user.
Next status will be 'needinfo'. The owner will be changed from team to planemad.
as duplicate The resolution will be set to duplicate. Next status will be 'closed'. The specified ticket will be cross-referenced with this ticket.
The owner will be changed from team to anonymous. Next status will be 'assigned'.
