Replace memberships of one object by another

Description
When mapping public transport relations, one sometimes needs to move many/all memberships of one object to another. "Replace Geometry" is not applicable when the target is already existing in the database. Thus, I propose a "Replace Membership" action.

In the past, we could move both the relation and the geometry at once. Will this be possible with this change? I know I did a lot of splitting of highway segments, redid that, and then replaced the geometry of the section that I had spit to repair a lot of highways that needed spot improvements. Will this be possible once again with this change?

"Replace Geometry" is still around and behaving exactly the same as before.

Then why do I have the problem in #12536? Both ways have the same start/end nodes in the example OSM file in that ticket, yet I always get the conflict window. I remember a few months ago this wasn't the case. Not sure if something changed in utilsplugin2 or core JOSM to cause me getting a conflict window every single time. That really slows me down big time when I'm doing major highway repairs where I need to do a lot of work.
