reverter doesn't revert

What steps will reproduce the problem?

1. Menu Data -> Revert Changeset (e.g. ​36304125), revert fully
2. Look at the history for the changed objects - nothing reverted. Or simply try to upload - nothing changed

What is the expected result?

After downloading all references, it should revert the changeset.

What happens instead?

The "revert" step is missing.
