josm hangs when saving notes locally

To reproduce this issue:

  1. make some changes using josm.
  2. while making changes, make some notes
  3. upload your changes to the repository
  4. use the <alt> > File > Exit menu to exit
  5. When prompted, save the notes locally

The josm ui hangs. See attached image.

Unable able to attach status as UI is frozen. The "Warning" window is movable but cannot be closed using the "Alt+F4" short cut.

Had to use <CTRL>+C to close task.

In 13115/josm:

fix #12086 - fix EDT violation when no file exporter is found + choose note exporter by default when saving a note layer

Action
as closed The owner will remain team.
as The resolution will be set.
The resolution will be deleted. Next status will be 'reopened'.
