Clicking on exit causes Josm to restart.

I did check to see that I only had one call to java the josm jar in my .bat file. The recent changes to my environment is a new version of Josm and some new plugins.

I finally isolated this issue. The problem was in the raster plugin. I remembered that I added the missing roads and the raster files plugin about the same time. I removed the raster files plugin. The problem went away. I do not know if this ticket https://josm.openstreetmap.de/ticket/11930 and this change fixes the problem.
