Support tag inheritance or tag sets for Add:Alt-LClick

Description
In "Add Mode", one can use Alt-LeftClick to start a new way. That way however has no tags associated. It would be welcomed to have
(1.) a possibility to have an option/shortcut/whatever to make it inherit the tags.
(2.) a possibility to switch between two alternate tag sets for every new way.
The underlying motiviation is that, when drawing waterways, such as agricultural drainage lines, I want to alternate between
{waterway=ditch}
and
{waterway=ditch, tunnel=culvert, layer=-1}
rapidly, as there are very many culverts near farmlands. (Talking about 8–10 culvert segments per 1.5 km of waterway.)
Current JOSM (1.0-8491) still requires that, after drawing the ways with Add Mode and Alt-LClick is done, that I have to re-select all ways that are to become a culvert and add the tag.
Maybe something for a plugin?
