opendata for multipolygon relation

Hi,

I have noticed that the opendata plugin is able to create from shapefile only multipolygon relations with an interior ring, otherwise it doesn't create a relation.

Is there a way to create also multipolygon relations with just an exterior ring?

That's intentional. Why would you want a multipolygon if there's no need to?

That's because I have a shapefile with some areas, and just few of them have an inner member. So the opendata tool will create a relation only for them and the other objects will have the attributes linked to their ways.

I'd like that all the objects will be trasnformed in relations, if it was possible.

That's how the OSM database is, in general: multipolygons are only used when needed. I don't plan to change this behaviour, as the handling of multipolygons add a lot of complexity to the code already.
