Please implement the EPSG:2019 - NAD27(76) / MTM Zone 10 projection used by City of Toronto Open Data WMS at http://www1.toronto.ca/wps/portal/contentonly?vgnextoid=cbbd36899e02b210VgnVCM1000003dd60f89RCRD

This needs to be made more obvious, the description of the Proj4J plugin doesn't explain what it does very well.
It would be helpful if this were integrated into the main JOSM codebase.

We could add a text to the map projection settings to inform the user of the existence of Proj4J: "Other Projections can be enabled using their EPSG code and the plugin Proj4J"

Added EPSG:2019.
Many projections can be entered manually (without plugin) if you know the proj.4 configuration string (can be looked up for example on spatialreference.org). It can then be used in "Custom projection".

Custom projections are available through the Proj4J plugin (https://wiki.openstreetmap.org/wiki/JOSM/Plugins/Proj4J). This is often the simplest way to use a special projection …
