Merging layers: Problem with undeleted way

Description
What steps will reproduce the problem?
I encountered this bug while working around #7621. See my comment
Problem was an deleted way
- undelete above mention way to new layer
- merge this layer with the reverted changeset from #7621
What is the expected result?
the former delete way is now again undelete
What happens instead?
the layer is deleted and the way disapears
Please provide any additional information below. Attach a screenshot if possible.
If you change the order and merge the reverted changeset onto the undeleted way layer it works.
#7481 and even #4509 come to my mind.

Yes, the one was missing and therefor I had inconsistent data.

Forgot to mention that undeleting in the same layer (reverted data) seemed to do nothing which is the same result/problem.

My example does not work anymore as I did restored the way, years ago.
Need to look for a new example.

Cannot reproduce anymore with r17322 and reverter and undelete plugin 35640. Must have been fixed over the last six years.
