Menu items should not vanish

It can be very confusing for users when menu items disappear. E.g. I spent ages searching around for the menu to import photos. I knew I'd used it in the past, but I couldn't find it. With hindsight I know it was removed because I didn't have a gpx layer selected. This is poor UI design, it should remain visible and a message should appear when it's clicked explaining that photos can only be imported when a gpx layer is selected -- that way the user learns instead of becoming frustrated and suicidal.

I rather think menus should be context sensetive and displaying tons of menu items which are usefull/available under some circumstances only is poor UI design.

If this really becomes a major problem, I'll rather remove the Layer-menu item at all and let the user work with context menu's in the layer list only.
