In Italy we have all of them (bakery, confectionery and pastry).

"Pastry is a major type of bakers' confectionery." - I think that "shop=confectionery, confectionery=pastry" seems to be an obvious and proper tagging.

A random user "not liking the tag" thus removing it from the wiki seems like a clear enough vandalism :)
Anyway, it is at 1000 uses now.

In some localities Pastry is sold in shop=confectionery and shop=bakery. Sometimes Pastry sold in amenity=fast_food objects.
But it might be the case, that there very specialized shops that sell only pastry (shop=pastry).
I think better option is to start using goods:pastry=yes tag, similar to drinking_water=yes, but we can review this later.
What is the difference to shop=confectionery? This tag is used more than 8000 times compared with the 200 shop=pastry?
The Wiki for shop=bakery contains:
shop=confectionery tag may cover certain types of shops selling pastries and cakes, where the shop wouldn't fit the description as a bakery (e.g. if there's no baking happening on the premises). shop=confectionery is mainly for shops selling sweets, chocolates etc.
