There is 30530 times fixme=yes in the osm data. ​taginfo

JOSM validator could give a warning if you try to upload something with fixme=yes.

fixme=yes is unspecific. Instead of "yes" please give more information about what exactly should be fixed.

Is the matching of the value case insensitive? Will this report for FIXME=YES ?

It works for fixme=yes and FIXME=yes.
keys and "yes" as value start actually always lower case in osm, so if someone tags Fixme=Yes then he has probably a general tagging problem ;)
