What steps will reproduce the problem?

1. open an relation of waterway (like relation 1933194), change something and upload it.

What is the expected result?

the josm validator reports: "the key from a template is invalid in this region - The template should not contain the key ref:fgkz. The key ref:fgkz is a correct value and should not appear as incorrect.

What happens instead?
