Huge button to dock the image viewer

What steps will reproduce the problem?

1. Open some geotagged images
2. Open image viewer
3. Smaller the window width that not all buttons at the bottom fit any more
4. Watch the icon for Move dialog to the side pane on the right hand side

What is the expected result?

Size of the icon stays the same

What happens instead?

Icon turns huge once a button gets hidden

Please provide any additional information below. Attach a screenshot if possible.

Same problem already exists with tested (r18583)
