moving a way doesn't in all cases offer automatic undo.

Description
usually if you move a whole way you get an offer to undo, but this doesn't work in all cases. IMHO it should though.

I don't think so. If that dialog pops up every time when one adjusts the position of a roundabout or building it becomes annoying very quickly.
The warning comes up when you move more than 20 elements (by default).
You can set the level at which the warning occurs in the Advanced Properties under warn.move.maxelements if you don't like the default.
It depends on the number of nodes. I think 10 is the minimum count (it is an hidden option). This check has been added as large moves have been very common. Asking users always would reduce the effect of that dialog a lot.
