This is a problem I can't really understand, I have Ml'ed about this here: http://lists.openstreetmap.org/pipermail/talk/2007-October/018690.html

Basically the creating new way function behaves differently given 2 indentical situations, which have been created differnetly. It really needs to do the same thing each time. Ideally there would be a shortcut key to hold if you want a way to merge with the other 1 way connected to the node your creating from.

I guess you mean that when you draw a roundabout, and then try to start a way from there, it might happen that you extend the roundabout (i.e., you get some kind of Great Bear constellation).
Fixed in r356.
