Combine ways refused

What steps will reproduce the problem?

1. Download ways with Overpass, for example:

2. Select two ways which are connected with a common node, for example at node 4157936458.

3. Apply Tools -> Combine ways.

What is the expected result?

The two ways should be concatenated into one way.

What happens instead?

Since 19096 I get this error message: "Combine ways refused (A shared node may have additional referrers)."

Please provide any additional information below. Attach a screenshot if possible.

During imports I am doing hundreds of these combinations, so this slows down editing considerably. Parents were already downloaded with the recurse up operator above, so the refusal should not be needed.
