Description
What steps will reproduce the problem?
- open JOSM
- download data
- select element
- double click at tag value to edit it
What is the expected result?
tag value is shown
What happens instead?
window is too small

looked at https://josm.openstreetmap.de/report/14 and https://josm.openstreetmap.de/search?milestone=on&wiki=on&ticket=on&changeset=on&q=tag+editing+window+too+small&page=4&noquickjump=1 but probably still duplicate

Happens to me on Lubuntu, I guess I can try in Ubuntu VM.
Does it persist after manually adjusting the window size?
No

But on reopening it gets back (do not remember is it happening on second editing of a tag)

I can reproduce it quite reliably. Can I provide any debugging info or run some tests to help with this one?
Cannot reproduce on debian Gnome with tested (r18583) and latest (r18604) and fresh preferences.
