[Patch] Make the preset display in the selection dialog clickable

Description
JOSM has recently started displaying e.g. "Place/Suburb" if I select a node with place=suburb tagging in the properties dialog.
This UI feature should be clickable so clicking it would bring up the same dialog as I would get if I navigated to the Preset menu->Place->Suburb.
This would make it easy to add additional attributes to existing objects without having to search through the preset menu.

This moves the presets to the top of the properties editor so they can be seen even when the right side is pretty full. I believe this will be the preferred way for non-advanced people because you don't have to know the tags. Especially nice for non-english speakers.
Text boldens on hover, click opens preset dialog.
