    11Your pbf file might be corrupted or too big. JOSM should work fine with a file of 10MB if enough heap memory is available.
    22A much larger file will not work.
     3Edit: Or maybe you did not really try to open the file in JOSM? You can use drag&drop or the file open dialog.
