abandoned:railway should be accepted as railway: gauge and tracks make sense even if the railway is not operated anymore.

Think the common used tag is ​Tag:railway=abandoned together with abandoned:railway=*.

Sounds like a duplication (saying twice that's an abandoned railway) but as the wiki says that, you can close the ticket.
