Do we actually have the right to use this imagery? It was added 9 months ago by an anonymous user, it has not been added to ELI, and the permission link (https://portal.dls.moi.gov.cy/en-us/Pages/Disclaimer.aspx) states nothing about reuse conditions and terms.

TEMPORAL POSTPONEMENT OF ACCESS TO THE DLS PORTAL VIA SERVICES
The Department of Lands and Surveys announces that access to all Open Data of the DLS Portal through "services" has been temporarily postponed; the latter applies to services accessed by both Citizens /Organizations, as well as other the Governmental Departments. All the rest of the functionality of the DLS PORTAL is not being affected. Our target is to daily monitor and assess various related performance effects of such accesses and requests in relation to other technical issues addressed by the DLS Portal in general. The Department of Lands and Surveys would like to apologize for any minor problems which may arise.

I got the same answer by mail. Let's see in the coming weeks if the service returns with a clear license.

No clear license and server does not work, see #18536. Removed in https://josm.openstreetmap.de/wiki/Maps/Cyprus?action=diff&version=13&old_version=12
Works in firefox but not in JOSM.
