What steps will reproduce the problem?

Have two overlapping areas. One is a building=roof plus layer=1 the other one a public_transport=platform + railway=platform without layer=0.

What is the expected result?

No informal warning

What happens instead?

I get two informal warning about Overlapping Areas.

Please provide any additional information below. Attach a screenshot if possible.

The tag layer=* should be sufficient.
