liveGPS plugin for josm

* Install like any other plugin
* start the unix program "gpsd" on the local machine
  (http://gpsd.berlios.de/)
* run josm
* activate track acquisition in "LiveGPS" menu

Current version has "localhost:2947" hardcoded as the gpsd address.
Some problems exist!
